  • The contractor weighs nothing, and the invoice arrives anyway, priced on their own estimates. There is no data to dispute a line of it.
  • Tenants who never recycle pay the same service charge as tenants who do. Nobody can prove otherwise, so nobody argues.
  • The recycling rate in the ESG report is a guess. If GRESB or an assurance provider asks how it was produced, the answer is a contractor summary.

A service charge line is only as strong as what sits underneath it. Under an area-based apportionment there is nothing underneath it, which is why the dispute goes nowhere slowly and sours the relationship on the way.
