What the chain holds at each step
The reported figure
A recharge line, a recycling rate or a compliance return. Each one is computed from records, never typed in, so each one can be opened.
The allocation or aggregation behind it
The recharge run or the period aggregation, showing exactly which records were counted and on what basis.
The individual weighing
Net weight after the bin type’s tare, the tenant, the stream, the EWC code, the kiosk, the time.
The photograph
The kiosk camera photographs the disposal as it sits on the scale. The photo stays attached to the record for as long as the record exists.
Why this ends disputes instead of escalating them
An apportionment is an opinion, and opinions escalate. A record with a photograph is a fact, and facts conclude. The tenants who dispute charges hardest are the ones who have never been shown evidence, because in most buildings there is none to show.
The same chain that answers a tenant answers an auditor, an assurance provider and an inspector, because it was built once, at the point of disposal, rather than reconstructed differently for each audience.
