The fairness principle

The first recharge model tenants accept as fair.

An area-based split bills behaviour nobody measured. A weight-based split bills behaviour everybody can inspect: recycle more, pay less; contaminate, pay more. The incentive follows the evidence, which is why buildings that switch see behaviour move within months.

League table visibility is the building manager’s call: tenants always see their own data, and other tenants are anonymised by default.
